I first ran across this at a friend's house in Tokyo. Four of us did blind taste tests on three reds. All four of us could readily tell the difference between wine poured from the bottle with and without the device ... more mellow, less tannic with. With the exception of one person on one wine, we preferred the wine with the device. Interesting venturi-based aeration theory. I've since bought four as gifts to friends. It is often listed in the $50 price range, but if you search you can find for under $20 on internet or in Europe.
