Lunch around Eaton Ctr, Elm Str perhaps?
Oro, while lovely, is a quite expensive formal Italian restaurant. Lunch without alcohol is at least $50 a head. If you have only an hour, IMHO it's a waste of money. Three hour $200 lunch with wine, no prob!
The restaurants on Elm are aimed primarily at the tourists who stay in the nearby hotels and not CH-worthy.
I'd walk west on Dundas. Just past Bay — the first intersection west of Yonge — there are several inexpensive mostly Asian eateries. And while it's not the best dim sum in town, lunch at New Treasure (150 Dundas West) is under $15. But be warned, it looks terrible from the street. It's down a very sketchy looking stairwell, but inside it's quite nice in a 50s Chinese restaurant fashion. Cart service. Usually quite busy but quick turnover as it caters to the office lunch crowd.
I've heard it was the first dim sum place in the city.

OK, I take that back (partially). The burger and frites are better than most at Beerbistro. They serve the frites in a cone-shaped metal stand lined with a napkin with good mayo and dijon. You can get them by themselves I think for $5 or so. The mussels, however, are hit and miss. Big portion, eat half.

I've been to all four — and Veritas, too (upscale sports bar IMHO) — and wouldn't eat again at any of them. The beer? No problem! I don't get the love for Beerbistro. Great beer selection, glorified and pricey pub grub, but the suits seem to like it.

Chowfinds and not so chowish finds of the year- list
Black Hoof on Dundas has charcuterie and cheese plates. Fancy cocktails, too. Candlelit, small, but they don't take reservations. Worth the hassle IMHO.

What about the Queen Mother at Queen & Univ? Not great, but not loud, relatively inexpensive and about a 10 minute walk past all the Christmas stuff (City Hall, the Bay, etc)? I like their weird veggie burger, but that could just be me.
