Garlic noodles near Civic Center?
How about at Larkin Express Deli. I had garlic noodle last week. It is egg noodle with fried garlic and roast pork. The price is resonable $5.50 and I really liked it. It is on larkin st, bet golden gate & turk. open only weekday 10am-4pm. I also noticed that they were a lot of pictures on the wall. Not sure the same as yours.
