Gluten-free vegan dining
I am lactose intolerant, but it hasn't affected my diet much with the help of lactase pills. I keep them in my kitchen and car, and usually take more pills than called for in the package recommendations (4 pills instead of 2 pills).
A friend or mine has gluten intolerance, and tells me that based on experience he no longer dines at restaurants that serve both gluten free and non-gluten free items. He has suffered too many times as a consequence of presumed cross-contamination.
Any good deli in San Diego?
Sprouts has Nathan's pickles, which are the best I've had in San Diego. I buy their half-sour pickles (which seem to me to be much closer to sour pickles than typical half-sour pickles), and they have an excellent crunch, which you don't get with Bubbie's pickles.

With regard to Canter's, I agree with her.
However with regards to Cheers, take a look at the menu. It is not a Jewish style deli, which leads me to be skeptical of the quality of their corned beef and pastrami.

New assembly bill could wipe out food trucks (in California)
Apparently you did not look at the linked map (http://mlkshk.com/p/CQGN) that showed that in a very large proportion of Sacramento (used as an example), food trucks would be banned. Did you consider how large school campuses are (with their playing fields), and how many private and charter schools there are besides public schools?

Personally, I can't stand Claussen sauerkraut, as it is too sour. For my taste, the best sauerkraut is Steinfeld's Wine Kraut, available at 99 cents stores.

Cheap eats in San Diego area for two broke traveling students
I don't know if Hodad's is worth a visit, but you might enjoy walking down funky Newport Avenue in Ocean Beach (especially in the evening), where Hodad's is located. At the end of the Ocean Beach pier is a diveish cafe (Ocean Beach Pier Cafe) to warm up, get some fries, and enjoy the view.

SD Expat needs tortillas.
Nearly all supermarket chains in San Diego now carry uncooked flour tortillas, which I highly recommend. Canasta makes canola oil-based and lard-based versions of their flour tortillas. Sometimes they are on the shelves with other tortilla brands, and sometimes they can be found in a refrigeration section.

I took a look at their web site, which I found isn't viewable on non-Flash systems (i.e., the iPhone and iPad); quite dumb of them. But I digress.
They do have 2 veggie burgers designated veggie burger 1 and veggie burger 2 (for vegans).

A couple of years ago in Vegas, I happened upon a frozen custard store. I hadn't had frozen custard in since my childhood decades ago. I could not believe how good it was.

The name of the chain is Elevation Burger, and they opened their first location in San Diego County in Carlsbad. The North County Times has the story. (It is quite an impressively detailed article.)

"The chain's claim to fame is its organic burgers. The burgers are freshly ground at the restaurant in a $10,000 meat grinder, and formed by hand into patties. The meat comes from a cooperative of roughly 30 family-run ranches where cattle are fed grass on open ranges."

San Diego New Places Opening
The Kabob Shop will be opening up a third location in Encinitas (in the Ralphs shopping center at the corner of El Camino Real and Encinitas Bld). In the same shopping center, a Native Foods Cafe (a vegan chain of about 10 restaurants in Socal and Chicago) is in construction. Nearby, Zardo Organic Pasta looks to have almost compeleted construction, and has a wood-fired pizza oven.
FYI: Mexican food in Escondido
There is now a borrego place in Encinitas: Chihuahua Taco Shop. They do not specialize in borrego, but they serve it. They used to only offer it as a 2+ person platter on weekends, but now they sell individual tacos throughout the week.
It is on Encinitas Bld, near the Smart and Final market. And for those who want to munch on the wild side (at least for us non-latinos), they serve taco de buche (pork stomach).
