The different LoCoco's kind of blur the line between separate restaurants and branches. I think the owners are related and the menus overlap, but aren't identical.
Emilia's Pizza in Berkeley, opening soon
I think it's still in the unofficial launch phase, but the handwritten sign in the window said they'll be open for dinner this week (Oct 6 - Oct 9).
Beta Lounge, Berkeley
The hummus and spring rolls were both good. The ciabatta roll pizza is very basic but tasty and definitely worthwhile during happy hour ($5). The chips and guacamole was disappointing all around.

I snapped a pic of the food menu. Here's my attempt at transcription:
1) croissant with homemade quince jam, meyer lemon curd or herbed butter

By induction, I believe they have a different sandwich every day. Today it was egg. They also have rather substantial prepared salads, but they were sold out on my second visit so I wasn't able to see if they also change daily.
Today they had what looked like Moroccan style mint tea, but they sold out while I was drinking my coffee. Not sure if this is a normal menu item or a special.

Chirag has a few southern items on the menu (I think coconut is usually a giveaway), but they do not have the southern staples (e.g. sambar, dosa). They do have one vada chaat item. Vada are savory lentil donuts that are served plain or in yogurt or sambar.
When you mentioned this place had breakfast, my hopes were raised that I might be able to get some early morning pongal. Pongal is a delightful south indian porridge. Komala Vilas in Sunnyvale is open for breakfast and has pongal, dosa, vada -- but that's quite a drive from the East Bay.

The space is a little weird. There is a large whiteboard when you walk in that says they have a $9 buffet and they are currently cash only. There was no indication that there was any option other than the buffet. The guy working there came out when customers entered, but otherwise stayed in the kitchen with the rest of the staff (with the door closed).
The menu definitely is interesting. While they don't have all of the 'standard' chaat items (pani puri, sev puri, etc) they have a decent selection of standards as well as a few unusual items (e.g. spinach samosa).
The entrée selection is quite impressive. Each meat has several unique dishes. That is, they didn't just repeat the same five dishes with each meat. Although they generally goes without saying for an indian place, the vegetarian selection was quite good. It's worth mentioning that they have two different vegetarian tandoor options and some of the paneer items can be ordered with tofu instead.
The vegetarian buffet selection was rather limited, so I had the vegetable korma. This is a mild dish, but the spicing was actually fairly complex. It included some non-standard ingredients (e.g. broccoli, corn) and had grated coconut on top, which was a nice touch.

I tried some tacos today and they were indeed tasty.
They have a large selection of breakfast burritos, but I'm not sure I can make it over there during the morning hours.
Tirupathi Bhimas in Milpitas
Tirupathi Bhimas expanded their menu this year. I haven't tried these out, but thought I'd let folks know.
They've added some Desi Chinese stuff (Vegetable Manchurian, Chow Mein, Szechuan Veg) in addition to the Gobi Manchurian that they've had all along).
You can now buy the individual curries from the north indian thali, and they're available at dinner too instead of lunch only.
They've added various other new items including Fried Idly, Ghee Roast, Butter Masala Dosa, Vegetable Bonda, Spring Dosa, Falooda.
