Special Occasion Dinner Recommendation

I am looking for an elegant restaurant or inn for a birthday dinner for 12-15 people, ages 10 to 90. The birthday girl is very sophisticated and loves beautiful atmosphere as well as good food. We can probably drive as far as an hour outside of DC. One possibility is L'Auberge Chez Francois, (so you get the idea of what we're looking for) but we'd be grateful for other suggestions.

Can anyone recommend a special, continental restaurant in a lovely location?

My wife and I will be staying at the Biltmore. Does anyone have recommendations about the restaurants at that hotel?

Also, I'd be very grateful for advice about a fun neigborhood to stroll around and (of course) dine in the evening, away from the hotel.
