Katrina Deli on Bellevue next to hardware store accross from Stop and Shop and Bellevue Plaza has good prepared foods and sandwiches to go. Go fly a kite at Brenton Point.

Sunset Hill House just up the street is outstanding.

I agree with The Tourquoise room at La Posada in Windslow. It literally is an "oasis in the desert". Exquisite experience.

Scales and Shells has a bar, small but can eat raw bar stuff. Quite good. The wait may be up to 30 min. Gets buys usually after 6pm.

The Tilt'n Diner at the exit for the discount mall. Doesn't get any better than that.

For breakfast on the way to Festival, if you are driving there and parking at the Fort: Annies on Bellevue. Park accross the st in the parking lot. Or The Corner Cafe on Broadway. Or The Franklin Spa on Spring St just off Memorial Blvd (great Portugues sweat bread)

For on the water: The Mooring, The Landing, H2O, The Deck (formerly West Deck) are all good. Get reservations. For cheap, funky and good, Flos Clamshack on First Beach is the best fried clams around. Any place on Thames St will be good. The best seafood in Newport is Scales and Shells (only serves seafood, usually with pasta).
It will be crowded so be prepared to wait, if you don't have reservations.

On your trip between Sedona and Monument Valley, by all means, a must is The Tourquoise Room in La Posada Hotel in Winslow. Truly outstanding......

Dlish Vegetarian Sandwiches and right nearby Euro Deli. On W. Highway 89A just past Safeway towards Cottonwood. Great stuff at both places.

by all means, Newport Chocolates on Williams st, just off Bellevue near CVS. Next to Sardellas. Great home made chocolates.

Lots of nice venues in Newport. Best is Castle Hill Inn. You can rent out RoseCliff thru the Preservation society. There is also Oceancliff resort, Eisenhower Mansion and the various hotels (Viking, Chanler).
For less pricey, especially if you (or someone you know) is a resident of Newport is Easton's Beach (our daughter was married there) or Fort Adams. There is also a park along the harbor near Ida Lewis Yacht Club.

Newport Weddings are a huge institution. You should be able to find something in your budget. You will need to book a year or so in advance, if for a summer weekend. (Sundays are less expensive)

In Bedford, for upscale try Dalyas. Good, relatively inexpensive Italian is Cafe Luigi. For good chinese, The Great Wall. For good cheap pizza try Flatbread Pizza on the Burlington line off Rt 62.
Lots of optons in Burlington around the Mall from Legal Seafood, Cheesecake Factory, Chilis, Border Cafe (cheap Tex-Mex). Down to road towards Billerica is Naked Fish and Lemon Tree (Thai, very good).
For upscale really good go to L'Andana in Burlington.

For a funky place in Flagstaff go to Black Barts. It's a BBQ type place in a barn in a trailer park (I kid you not). The wait staff are students at Northern Arizona University and sing(show tunes, etc not cowboy stuff) between servings. It was a "hoot"
In Jerome, The Asylum is excellent. Fantastic views and the food/wine are great.

Lots of good options. Outside on the patio at Hotel Viking.

Franklin Spa (not a spa, a Portuguese style resto) on Spring St. (near Memorial Drive).

Best seafood in Newport, IMHO, is Scales and Shells. Cash only. No lobster in the rough.
The Barking Crab may be what you are looking for (in the Brick Market). It is a touristy lobster-in-the-rough place.
Also Anthonys in Middletown. More authentic, local, less expensive.

Anyone know of a restaurant between Flagstaff and Sedona on Rt 89A?

I assume you will want a place where your 2 yr old will not be out of place and won't upset you or other guests.
Red Parrot, Brick Alley Pub, Sardellas to name a few.
There are the usual fast food places in Middletown (IHOP, Chilis, etc).
In Newport, most places would be ok.
Places I would NOT take a toddler to (just because I wouldn't enjoy it as much) are the high-end places like Castle Hill Inn, Chanler (Spiced Pear), and White Horse Tavern (non of these meet the "on a tight budget" need.
One place that may fill the bill is Flo's Clam Shack on Easton's Beach. It is "down and dirty" so to speak (have to like fried seafood).

Firefly in Framingham is right off Exit 13.

Legal Seafood has a mail order service that is quite good. Go to their website.

Brick Alley is a good lunch place. Moorings is good. Clark Cook House (Candy House), West Deck, Scales and Shells (only seafood, cash only), 22 Bowen are good on Thames St. The absolute best is Castle Hill Inn (expensive and you have to drive but a view to die for). For "funky" fried seafood, Flo's clamshack.

Many good options. Castle Hill Inn is the best, be there for sunset.
