Best Places for a 21st BIRTHDAY! Help!

I'm trying to plan my 21st birthday. I'm a girl who wants to go out and have fun with her closest friends and family, and drink, dance, chill, and have fun.
I'm estimating there will be 10-20 people, and I had the idea to start out the night by having a intimate dinner with my sisters, boyfriend, and best friends. The night would progress with going to a bar or multiple locations with different moods. I'm inviting people with very different tastes, so I would like something that would appeal to and be fun for all; people could also jon and leave at different locations if they want. I would like things to be nice, but as long as it is fun, I am okay with anything! I am also hoping to not spend too much money..
My brainstorming has included: Bar crawl in East Village, Koreatown karaoke, a nice lounge... But I just don't know! Please help!
