Dinner around Beach Blanket Babylon Area?
I am fond of Joe Dimaggio's on Stockton and Union, right near BBB. Other than that, Steps of Rome can be touristy but the food is always spot on.

Traveling to SF for Birthday
I would definitely recommend Circa (www.circasf.com) for New American - it's delicious! And if you're looking for a well known chef, Erik Hopfinger is going to be on Top Chef, which premiers on March 12 which I find pretty cool!
