Agreed There is a Black Jaggery (may be from Coconut Palm Sugar) from South India that has just the right flavor and melts easily.

The irradiation levels used to kill insects and the like does not render a product cooked or preserved. It will extend shelf life but the foods are not preserved in the classic sense of the term.

You can also look to Indonesia and Cambodia for recipes that use them.
They freeze very well and are nice to have around since they can be hard to find in certain seasons.

It does that naturally as the water evaporates out of it.
If you reduce the honey so that the sugar content of the super saturated solution is higher, it should naturally crystallize as it cools and the glucose separates out, but I think you would have to cool it in molds to get a lozenge. Whether you will end up with a solid enough form I do not know.

if you lower the sugar ratio by adding more fruit it should fix the problem. Knowing how much it needs to be diluted is another ball game with out a saccharometer.

Got to disagree there, the brandy base of Grand Marnier and the neutral base of Cointreau put them in different categories all together.
I would never think of one as a substitute for the other they are dissimilar other than being flavored with orange. Perhaps Cheese and Chanterelle rather than chalk since both are great.
