La Laterna in the West Village. Nice selections and romantic. If you are uptown my choice is PUDDING STONES.

I personally love Pudding Stone on 82 and 3rd Avenue. Great Tuna Tartar and small plates. I heard they opened on on West side as well, but I do not know where.

Gramercy/Flatiron restaurants for a birthday
Personally I like Novita, but it is quite expensive. I live on 20th and 3rd, and pass several substantial restaurants to have my happy family functions at ALEO., I would call in advance and speak to the owner or Manager, I am sure they will do the right thing.
