I don't quite understand the allure of restaurant week. Many of the more pricey places already offer 3-course prix fixe menus for $30(ish) on a regular basis. To name a few off the top of my head: Mill's, Chez Pascal, New Rivers, Gracies.
Why fight the crowds?

Rehearsal dinner in Newport, RI
If it's a mixed group (all ages), I'd probably go with The Mooring. While the food (basic seafood) isn't anything that's going to knock your socks off, it tends to be fairly consistant. On the plus side, the view is great.
Le Central (Bristol RI) - Anyone tried it yet?
It's definitely a fine spot (I go there a lot for brunch), but if you're looking for something truly unique, hit up Persimmon, right around the corner. No need to make the trek to Prov IMHO.
Late Lunch/Drinks in Federal Hill OR Citizen's Plaza area (Providence)
Al Forno's new spot (Tini) is definitely still in the works. It's across from Trinity Rep, and I heard it is supposed to open sometime late fall.
Dinning in Providence
Persimmon would get my vote. It's my favorite restaurant in the state -- hands down.
Sunday Brunch/lunch in or near Providence?
Nicks would be my choice too, but bear in mind it's small and doesn't take reservations so you may have to wait awhile depending on your party size.
Another option with a fun vibe (though I don't think the food's as inventive) would be Downcity.
Restuarants in Nantucket?
I haven't been since last year, but I'm a fan of American Seasons. The atmosphere has a comfortable, laid-back, artsy vibe, while the food is more stylized and meticulous. Like many restaurants nowadays there's a focus on locally-grown, but the menu spans the country with regional headers like "Pacific Coast," Wild West," etc.

Birthday dinner in Bristol or Providence: Cafe Central or Pot au Feu
Le Central is a fine neighborhood rest., but in that neck of the woods Persimmon gets my vote. The food's inventive, and the flavors are so fresh, esp. this time of year. I know you mentioned you've been before, but the menu changes often (maybe nightly?), it would probably be totally different.
If you're just choosing between Central and Pot au Feu, one thing to consider is that the atmosphere at the latter is lovely. The downstairs bistro is cozy and romantic. The food is on the traditional side, but it's known to be consistent.

I've been to Sienna and thought it was passable but nothing special. Everyone on this board seems to love it, but I don't get the hype or see how it differs from any other Providence Italian restaurant: Zooma, Pane e Vino, etc. etc.

Local 121 - Providence
Celeriac, I totally agree with you about projo reviews. Rhode Island Monthly's reviews often take a much more critical approach. I remember reading this one on Local 121 a number of months ago. It echoes many of the problems people on this board have had with the restaurant.

V-Day Providence, minus the romance
How about the new Cuban Revolution on Valley Street? I had lunch there the other day. The food was decent, and cheap. I definitely wouldn't label it a romantic restaurant......!

Business dinner in Providence - large group:
Hi Jane, Not sure if you are wed to the Providence area, but one of my favorite restaurants in the state is actually in Bristol: Persimmon. I was first introduced to it when I was a guest at a rehearsal dinner last summer. The food is amazing (the bride and groom had put together a four-course dinner). Everybody was really impressed; the food at the wedding (it was held in Newport, so I won't name names!) was nowhere near as good. I've been going regularly ever since. In fact, I have reservations for this Saturday night! I'll report back.
PS It's small so that number would probably work out fine there.
Providence near PPAC
Downcity is a not-too-expensive option, and so is Cuban Revolution on Aborn Street. Both would be an easy walk to PPAC.
Surprise birthday party in Providence area
Wow, that's totally unacceptable. I would think restaurants would be hungry for private parties in January! I've been to Bravo for lunch/dinner (which was fine) but never for a private function, so I have no first-hand experience with the folks who do the booking. How high is the per-person charge at Gracie's?

Bravo is another option you might want to consider. They have a private party room upstairs.
Ladies Night Out, Providence & vicinity
I'd second Parkside. Good place for a larger group. The food's nothing super exciting, but the price point is in line with Zooma. XO is another option. It's less of a scene than 10 Prime and they mix a good drink.

It's not new, but Al Forno is actually quite similar to Fore Street.
