I would highly recommend Higgins. The knowledgeable wait staff and the quality and care that goes into its preparations seems to be just what you're looking for. I've had some extraordinary meals here.

Hard to find beer?
Your dad is most definitely talking about Abyss by Deschutes. It is now selling on ebay and Craig's List for $41 a bottle. It is a truly magnificent stout if you can manage to get your hands on any. Markets here in Oregon sold out -- we're waiting for our local publicans to start pouring the draft version.
What's Your Favorite Domestic Beer and Why?
I'm a fan of big, full flavored beers with great mouth feel at least at this time of year. Favorites include:
Dogfish Head Worldwide Stout
Hair of the Dog Adam
Rogue's Russian Imperial Stout
Are there any bottled conditioned US beers?
Hair of the Dog Adam, Fred and Rose are all bottle conditioned and wonderfully tasty brews.
