Seafood near water, NYC or NJ

The article in this Wednesday's NYTimes (8/29/07), and plans to go out with friends this Saturday, makes me want to eat seafood near a large body of water, as if on the Cape, but within NYC, or possibly NJ. But Chowhound postings about City Island or Sheepshead Bay say the places there are almost entirely dreadful. Any other suggestions, besides the River Cafe on the East River, which is too expensive for this event? Thank you.

Just returned from San Francisco, where had out of this world sweet potato fries at Pacific Catch. Where can I find such crisp yet soft inside s.p. fries here? Fairly recent posts have listed Tides Seafood. Anywhere else?

Where to eat after Chelsea gallery hopping?

Seeking recommendations of Manhattan restaurants between 8th & 10th Aves, 16th and 28th Streets, that are moderate price (whatever that is nowdays) and not noisy clubs. Like lite fresh food and quiet corner for post-art tet a' tets. In summer, garden seating a bonus, but this is a year-round quest. Thanx.
