Leave the oven door ajar when broiling?

I remember reading somewhere that if you close the door while broiling with an electric element, you risk burning it out. Sure enough, I once spent part of an afternoon broiling with the door closed, and just a month later, the oven died before it was even a year old.

Recipes for low-income people

Frozen veggies are often inexpensive and on sale. They're usually picked and immediately frozen at their peak, so they retain more of their flavor and nutritious elements than canned. If you're sending beans and rice recipes and he's able to make them, it doesn't take much more effort to stir in some thawed frozen spinach, green beans, mixed veggies, etc. I second the suggestion to check out food pantries: here in Phoenix, several churches and community centers sponsor pantries. Best of luck to your friend!
