Regarding the budget: I do not need to create one as to be thrift.
In addition, the place should have a bar with a cash option.

I am in charge of hosting a dining out for my Air Force ROTC detachment this year and I need help with choosing a restaurant around Minneapolis.
A Dining Out is a formal military dinner, usually accompanied by a speech from a guest speaker. It is designed to build esprit de corps and unit cohesion. It's normally held at officer's clubs on Air Force bases so ideally I am looking for a formal restaurant with a large enough private room to fit around 70 people for under ~$40 a person if possible.
Last year it was held in Vic's Restaurant so a place where we could have some cocktails before sitting down for dinner would be ideal.
