Quebec City French recommendation outside the walls?
My first choice might be Le Moine Échanson : http://www.lemoineechanson.com/ (upper town but outside the walls). Not fancy french cuisine but definitely home french cuisine with a twist. Private importation wines, all organic.

Yes, for a casual restaurant you must try Café du Clocher Penché (bistro style - maybe you can skip Lapin sauté). Le Patriarche is a great choice, not so casual (more fancy than casual), but definitively very good, Try the lobster "bisque" and the "caribou".
There is also to new wine bar that worth a visit : Le moine échanson and Le Cercle.
Quebec City Dim Sum (?)
My favorite bakeries are La boîte à pain et Le Croquembouche, both on St-Joseph street.
For Dim Sum, good luck! There is no real chinese restaurant in town.

About the Hotels, i am thinking about two interesting places: the first, more expensive(but with a good restaurant): http://www.saint-antoine.com/ and the second less expensive: http://www.aubergelevincent.com/.
About family friendly options: the ones you talked about are interesting (maybe not the Casse crêpe wich, in my advice, is to touristic). The interesting places to live in are not the purpose of this site and the administrators might intervene if i'd let myself go on on this. I could give you my email to give you some ideas. But if you give me more details about the kind of place you would like to live in, i could also give you a hint about good places to eat around those places!

My principal advise is to avoid most of the places that are very near your hôtel : tourist trap!
3 nights in Quebec City
For your romantic night, I suggest you l'Initiale, Le Panache or Le Patriarche.

For the two other nights, depend when you are coming, but a new wine bar will open in October (Le Cercle, 228 St-Joseph Est). Own by l'Utopie (one of the greatest restaurant in Quebec), they will serve tapas and wine by the glass and presented somes shows (for example : 3 - 6 october, festival Antenne A, http://www.antenne-a.com/programmation.php).
If you like french bistro, I suggest you Le Café du Clocher Penché (also on St-Joseph), very casual, comfort food, good wine.
There is also La Cuisine (on St-Vallier), very, very casual, low prices : the concept is to recreate a home kitchen.

If you prefer non-touristy destination I don't think that "Au Parmesan" is a good place for you. Agree with lagatta you better avoid the restos within the walls, except for Le Patriarche ( http://pages.globetrotter.net/francois.collin/pages/ang_accueil.php ). And except for the littles groceries like Moisan or l'Épicerie européenne; gelato shop Tutto Gelato; chocolate Erico.
You better go downtown (in St-Roch) where there is many great places : Largo (http://www.largorestoclub.com/ ), l'Utopie (http://www.restaurant-utopie.com/ ), café du clocher penché, La Cuisine for a home-made style "pâté chinois".

For sure, Le café du clocher penché is excellent. Try it also for week-end brunch (with reservation). But it's more a french bistro style, not a "quebecois cuisine".
Aux anciens canadiens fit the description of what you want, but this place is a tourist one, with goods and bads reviews (make a search on this board).
Maybe you can also try "poutine" a "fast-food signature dish" in Quebec!
I agree with littlegreenpea that now the bests restos are outside the old town, in St-Roch. Except, i think that Le patriarche (medium-high resto) could be interesting for you : specialities are the wilds games.
Also, on St-Jean street there is Moisan an L'épicerie eurpéenne, two little grocery store that worth a visit and a very good gelato shop call Tutto Gelato. This say, for restaurant avoid this street, there is a lot of tourists traps.
