The Twenty Eight Bar at the Conrad Tokyo has great views overlooking Tokyo bay and the Rainbow bridge and the bar is pretty cool too. Avoid anything in the strip in Roppongi. WWW wine bar in Maranouchi has fantastic selection of wines by the glass and decent snack food also.
