What should I change about my home bar?

If you don't like tequila and vodka don't buy them. If you feel you need them, with tequila don't bother with the mixto's. Just get what you feel is the bottom of what is still drinkable with the vodka. (For most Smirnoff is a great choice, it even wins "taste" tests.)

start small and work up from there, you don't need all of this at once. Pick a cocktail you like, get what makes it and then search what else can be made with the some of those ingredients and branch out, getting everything at once just means you'll end up with a shelf of sad dusty bottles.

Where to steep liqueur?

the window sill will allow it to heat up a bit (depending on season and where you live), making the flavors change and the process slightly faster. I'd stick to the cupboard with orange anything, cooked orange juices flavor profile is extremely different than raw juice.

that's very common, you just need to smack the side of the bottom tin a bit harder. If that doesn't work just wait a few for it to unfreeze and try again.

the literal freeing point of an alcohol will depend on it's ABV. Everclear freezing at about -110°C. Most others will freeze around -30°C to -40°C.

How important is Airtight when infusing vodka?

you'll be fine, I've also successfully infused half bottles. Main concerns would be with ingredients that may rot or ferment when exposed to the air but that's not much of a problem is you make sure it says in the vodka.

Tequilla reccomendations for a beginner

Do you like agave nectar? If you can find that in your area try it before spending on the tequila. While not exactly the same, if you cannot stomach the agave nectar then it's the tequila taste itself you probably didn't like.
