Eighteenth Birthday in LA
Assuming that this is for a son, most teenage boys enjoy Benihana but I think their tables are limited to 8 each:

Korea BBQ might be the way to go as they can all cook their own food. I am not that familiar with Koreatown; however, a private room might produce the party experience your looking for. Tahoe Galbi appears to have a private room which would very comfortably sit 16 at one table (the chairs in the picture appear to be maximizally squished together):
http://tahoegalbi.com/bbs/board.php?b...
If your group have very healthy teenage appetites, they also have an all-you-can-eat option for $17.99 (16 X $17.99 = $288 + extra charge for the private room ?):

where to eat near Landmark Theatre in Westwood?
Just a small point, but The Landmark Theaters on Pico near Westwood Blvd. are in WLA and the Landmark owned Regent Theater is on Broxton in Westwood (Village).
So, assuming like everybody else, you meant WLA, then within easy walking distance (as you have free parking in the Westside Pavillon) and not previously mentioned so far:
Jaipur - Indian

Your best bet for a "Quite" dining environment would be a Private Room. Without having any budgetary guidelines to go by, the Private room at Drago in Santa Monica would work.

Inexpensive wedding catering?
You didn't state any preference for or against any type of cuisine; therefore, excluding the far too common Mexican options, one of the best value for money options could be referred to as Alexander the Great Cuisine = Greek, Lebanese, Turkish, Persian, Armenian (*), ect., or from the Aegean to the Caspian Seas.
I'll stick with Restaurants as you can sample their food quite easily. Here are some within reasonable (?) driving distance to Malibu that cater and should be able to meet your budget:
Alcazar - Middle Eastern - Encino - caters up to 150, the most expensive of the 5 ?
http://www.al-cazar.com/about_us.html
Delphi - Greek - Westwood
http://www.delphirestaurant.com/cater...
Gaby's - Mediterranean - WLA or MDR - The cheapest ?
http://www.gabysmediterranean.com/def...
Shamshiri Grill - Persian - Westwood
http://www.shamshiri.com/catering/Cat...
They don't say anywhere that they do any catering, but I listed them anyway as they might have been my first choice:
Sako's - Mediterranean - Encino
http://www.sakosmediterraneancuisine.com
(*) Yes I did look up his Empire and yes he didn't control or get to Armenia; also, chose to exclude Afghanistan & Pakistan as their cuisine being closer to Indian than to Greek. Am I wrong ?
