The food I've eaten in Beijing or other cities on the east coast doesn't compare with what I've had in Chengdu, at even moderately good restaurants. If you are excluding Sichuan - perhaps you need to take a trip there...?!
Also, from what perspective are you going to evaluate service and atmosphere?
