Like Servog said -- Chili Addiction is AMAZING. Really, they have such a variety and tasty flavor of chilis. I love beef chili -- but the chicken chilis are my favorite here. Chili Verde and Chicken Tamale. Really good. But not cheap and not sold in large portions.
Chili actually is rarely cheap because it is quite expensive to make -- I have done the calculations and making a gallon costs around $17.
why not just go to costco and get some huge cans of dennison's? add some of your own ingredients or topping bar (cheese, sour cream, jalapenos, etc.) and serve away. that would be the cheapest and would probably taste pretty good -- but i really like dennison's.

it's actually best to go with a group -- cut the burgers in 4 and share. i find any one of their burgers too much. but bites of each are yum.
For those of you that love chef shows...
food business is incredibly hard! my friend grew up in her family's restaurant (working) and now owns a bakery. she wakes up at 3 or 4 in the morning and works until at least 6 or 7 at night--seven days a week. it is HARD work. she's on her feet the entire time, running around, sweating, etc. it is never ending and it's hard to make a huge profit so that you can hire more people and get a break. low profit margins and a product that will go bad if you don't sell it.
you may want to approach a small business to see if you could moonlight one or two days/nights a week and see what it's really like.
or you could take some classes at a local extension/community college.
Best Shrimp dish in Los Angeles?
not sure if this is what you're looking for, but:
the prawns madras from akbar indian. amazing. if you like spicy food -- you can order a number 5 spicy in marina del rey -- it's amazing. the santa monica akbar has the dish but can't make it spicy.
people seem to love the slippery shrimp at yang chow in the valley and chinatown. i like it -- but don't see what all the fuss is about.
bourbon street shrimp on pico has this really great dish (I haven't been there in a long time) -- but it essentially just shrimp in a nice tomato-based spicy broth. they serve it over pasta or rice -- but i ask for it without the pasta/rice and just with bread on the side to dip in. it is really a treat.
la playita on lincoln just south of rose is a stand that serves great shrimp cocktail (just shrimp and lime and avocado in a cup). it's like $5 and fixes my shrimp cravings.

Good News for Food Truck Lovers in Santa Monica
the thing that bothers me about this law is that food trucks should be able to park (legally) at a meter or other parking spot, and i feel like this law is the first step in eliminating that ability.
this goes more to non-upscale trucks for me. i've lived in la all my life and food trucks were staples for construction sites and areas without a lot of restaurants (or places where the restaurants were either not open early in the morning or later in the evening). and they parked on the street. my junior high had a food truck come every day because we didn't have a cafeteria. of course, then we called it the roach coach.
isolating trucks to non-street parking is effectively going to limit a large amount of (traditional) food truck business. it's unfair. i agree with rational rules (i.e., you have to follow the parking laws where you park -- you have to clean up the trash associated with your business -- you have to have a valid health permit and follow those rules -- etc.), but clamping down by limiting the areas where they can do business seems unfair. this is what santa monica seems to be doing under the guise of: "oh, look how great and innovative we are."

a not new but very good place is michael's in santa monica. the back patio is quintessential la and the food is top notch. the service is great and the crowd is fun.

there is a mexican restaurant at the very end of santa monica pier that is pretty good -- not great but not bad. prices would be around $15/each -- no alcohol.

agree with warszawa -- seems just right.
bar chloe (second/broadway) might work -- but it gets crowded later in the evening.
i also love beechwood's bar (washington/abbot kinney) -- which has a firepit and pretty good food (they just hired a new chef). the beers there are reasonably priced, the cocktails are somewhat pricey, and the appetizers are in the mid-priced range. i don't know if they have prices listed online.
border grill is nice and has good food, but not lounge-y / laid back at all. also, it would definitely press the price point for folks on the lower end.

given your description, that's a situation where i would estimate what i owe, leave it on the table, and walk across the street to abuelitas to celebrate getting out. even if you didn't have cash -- you'd have enough time to walk to the convenience store atm and back.

agreed AAQjr. i've only had good to great experiences at inn of the seventh ray. i know some on the board are not that into their food (i think it's quite good) -- but service isn't an issue. and they are very good with events. and if i'm not served within even two hours (unless it's a tasting menu or people have ordered a lot of apps/starters) -- much less THREE?! -- I would ask for my check and leave.

you can rent a lot of spaces in public parks and hire catering. it's a lot of work / logistics - but would fit w/in budget. otherwise -- the following venues are really nice (adamson house requires catering).

Objectivity and comped meals
i know i can't be objective. $$ amount v. food taste/quality are inseparably related. i can eat a taco with a big of grissle for $1 and not complain -- but as part of a $20 plate of food, i will complain. if something i thought i was going to have to pay for becomes free -- i think it tastes better.
but i think professionals can be objective. it's their job and so much is free that it lowers the baseline and they get used to it.

agreed. nothing in the mall is all that good. it used to be much better -- pre-remodel, but that was then. clementine is delicious / high quality / good prices for what you get. they have a 3 salad combo that is very generous and is easily two meals for about $10. that may not sound good -- until you see the salad case.
you have to walk out of the mall at houstons/rock sugar and then cross the two santa monica blvds. and then walk to your right.
totally worth it.

i like spago too. it's an old standby, but i find it lively, innovative, and always outstanding.
i also had a really fun experience at michael's in santa monica. great food, and really great service. we made a party out of a normal night and the staff and service was super great on a rainy night. i think they do tastings -- but if not the regular food is good plus/great.

the bevmo chain and cost plus chain carry abita products. wally's and vendome have it sometimes -- but are not reliable.
abita has several seasonal varieties (wheat, strawberry, etc.)
abita strawberry is only brewed once a year in limited batches -- and so is hard to find (even in new orleans)!!
you might want to check abita's site to see if this is the season.

Is there a secret to making tender hamburgers without making it rare?
i agree with a lot fo what's been said - course ground, loosely packed.
another alternative is to boil the burger in beef or chicken stock (or french onion soup). these burgers stay very moist, but are fully cooked. i make turkey burgers this way since they have to be cooked through.
first - fry/brown the patty on each side.
second - pour in whatever stock you're using and bring to a boil / simmer and cook through.
