haha i'm by no means a foodie and will never be able to afford to be, but your comment is spot on. I work with folks all over the mid-atlantic building datacenters (think the IBM or cisco commercials where all the servers are in a room) and the ONLY town i have been in where they call their historical group the 'hysterical society' is Frederick, MD.
That said...being in downtown Baltimore for over a year my wife and I have been lucky enough to splurge periodically, and given that Frederick is between here and where our families live (need to pawn off the kiddos), I definitely have Volt (maybe not Table 21 ;) ) on my list for a surprise night out.

I grew up in martinsburg around the corner (a couple nice spots there) and my buddy is a lawyer in she-town now so he helped. First off everyone is right not much in Harpers Ferry other than great hikes and history...walk across the train bridge then along the water and if you want it's a fun (couple hour) hike up and down Maryland Heights...the stone rock face you see across the water...but i digress.
In Shepherdstown, yes to Stone Soup and to the Press Room. Go to 3 Onions for a drink. Yellow brick bank and Bavarian are more commonly known but I've heard from a few folks aren't as good as they used to be, but my last trip to the Bavarian happened to be excellent (last fall). I would definitely recommend trying Shepherdstown over going back to Fredneck to keep the 'historic' feel.
Gazpacho in downtown Baltimore?
LIttle Havana's had a gazpacho this spring that was the best thing I've eaten there however it wasn't on the menu last time I was in, and i forgot to ask if it was available.
The Hill Restaurant: Baltimore
The food was ok, but the worst ambiance and overall feeling that someone gave a sh*t(for the price) of any restaurant I have been to in Baltimore. Maybe we caught it on a bad day.

@ tandoori...If you were to only point out your opinion, I'd say fair's fair, and it's all relative, which is why I said "it's a judgement call".
However, since you brought facts into the discussion, such as the link you sent describing the borders of our neighborhoods, I feel it's only fair to point out the map explicitly shows that Havana's is in Riverside, and Bicycle is on the Sobo/RIverside border, and Baba's is in Riverside, not really even near Sobo.
My whole point is, I've understood the south of Fed Hill to be Fort Ave. Your map places the south border at Ostend and Cross, and you've placed it somewhere arbitrarily in between. So I guess we are both wrong.
That said, even though Havana's is not in Federal Hill, their 1/2 price sandwiches and cheap drafts (I love Otter Creek) on Mondays are a steal. :)

I might have to try that out. Have you tried Rafters OB wings? My favorite are there so far, standard is medium sauce/ Old Bay...you can ask for hot/old bay if you want your face to burn so good. They are never totally dry, they are just right.
$.25 and $6 domestic pitchers on Wednesdays, wings run out around 9 it seems.

I have to disagree, Larry's - well, the bulk of Riverside...Fort Ave-ish on the way down to Locust Point - is more Fed Hill and not really near Sobo, which is mostly south of 95. I guess it's a judgement call, but you wouldn't refer to Havana's or Bicycle or Baba's more Sobo than Fed Hill would you?
Anyway, on the bar food discussion, there are some very good sandwiches at Rafter's across from Captain Larry's, and the tater tots are plain but could feed an army. Don't Know also has some upscale bar food in the vein of Ryleigh's and Mother's, huge TVs and shuffleboard...and good taste in college football teams (see my sig) ;)
Elvis in Federal Hill
A month ago, and I checked with the woman at the counter first, but with another couple I had no problem bringing in a 6 pack and bottle of wine to Elvis. Bring your own glasses unless you prefer your wine out of a styrofoam cup (my camping ones work great!)
This might require another thread or already be one, but I loooove me some Elvis, we get carry out from there more than anywhere, however one of the few things I miss living south of here in Pasadena is Plaza Girabaldi...is there any place for good sit-down Mexican here in Fed Hill? If not where's best north of the harbor (downtown/H. East/Fells/Canton)?

What about anywhere else, especially closer to Fed Hill...what do you folks suggest are best to worst between something well known Matsuri and other close spots like the Cross street market spot (Nick's) or Soho on Light & Fort, Kiku, maybe even including Ra and Asahi and whatever the one at the ann street wharf is called now that used to be Kawasaki ( I have always loved it but I know it closed down and haven't been back to Fell's in awhile).
